Steps to set Magento 2 recently viewed products: 

Step 1: Navigate to Admin Panel>content>Widgets

Step 2: Tap on Add Widget:

Step 3: Select Recently Viewed Products and select your appropriate theme that is used on your website and click on continue.

Step 4: Now you will be redirected to Storefront Property Settings.

Configure the settings as per your requirement.

Widget Title: Add Appropriate title for your widget instance

Assign to Store Views: Select according to your requirement: 

Sort Order: Sort Order of widget instances in the same container

Step 5: Add Layout Update: Select  Generic Pages>Specified Page: Select Page and container as per your requirement. 

Now Select the template and after that select display pages as per given below in the below screenshot

Step 6: Now go to the Widget Options for adding the number of products to display

Save the Configuration and refresh the Cache.

That’s It.

You can check in the Widgets section that will display the added widget.
